公共工程採行傳統的工程管理已不敷實際所需，產生不少問題。最近配合政府組織再造與人力精簡政策，對於涉及工程領域較廣與界面較為繁雜者，在主辦機關承辦人力及專業能力不足的情況下，引進專業營建管理似乎是一種可供選擇改善的方法。以往僅用於施工階段的專業營建管理，在面對涉及多層面及急速變化的營建環境，要如何扮演更積極、公正的服務角色，協助業主或施工廠商在有限資源下做最佳化有效運用，並達成工程的最終目標，對其來說是一大考驗。 本研究以現行制度及法規規範為基礎，搜集國內相關案例、資料與法規規範加以分析討論，並以問卷回收彙整分析等方式探討，比較PCM管理模式包含監造及不包含監造的特性及適用條件，又專業營建管理在含監造及不含監造之不同管理模式中各扮演何種角色，以及站在何種角度看待施工過程中所衍生的問題，又是如何去有效執行應盡之管理責任，在執行上有何優缺點，進而分析PCM究竟應以何種模式較能符合工程在實際執行上之相關條件需要及控管既定之工程目標。 由本研究問卷調查結果顯示，有高達71％的受訪者比較推崇採用「PCM含監造」模式來管理工程，但也有少數受訪者仍較傾向於「PCM不含監造」管理模式，不同管理模式都有可令人考量採用之因素。 |

| 摘要(英) | The
traditional construction management measure for the public
construction projects has failed to meet the needs due to the
problems evolved from the recent down-sizing and re-structuring
of the government in Taiwan. The employment of Professional
Construction Management company (PCM company) is recognized as
one of the best solutions by the authorized construction
agencies, which have been short of professional man-power, to
improve the execution effectiveness and quality of the public
construction projects. The PCM had been used only at the stage
of construction until became a more positive and impartial
overall role to assist the agencies with limited resources in
achieving the goal under much rapid-changing and complex
environments for the public constructions. In accordance with the current system and regulations, the study analyzed and discussed the collected data related to the rule/code through case studies and the results of a survey from a various aspects of profession, to study the characteristics and applicable conditions of construction management “with construction supervision” or “without construction supervision”. The results of the study identified specific role of “construction supervision” in several models and the shortcomings during construction which need to be improved in order to better execute the projects. The study also developed criteria for determining the use of construction supervision based on the nature and conditions of the public construction projects. The results of the survey conducted in the study revealed that the majority (~71%) of the replied professions are in favor of using PCM with construction supervision included in the operation of the public construction projects in Taiwan. |
