「公共工程施工品質管理制度」歷經十餘年的執行成果，以相當程度提升國內公共工程品質，但若干施工不良、管理不善之普遍性品質缺失問題依然存在，實為承包商改善方向之一。 本研究根據彰化縣政府公共工程施工查核小組對承包商查核執行結果進行分析統計，進而對所產生之主要的缺失細項問題，進行品質缺失成因的探討，依屬性建立圖表，分析品質缺失的因果關係。本研究初步認為，鋼筋施工品質缺失項是會因工程屬性而影響其發生率。除此之外，工程查核缺失項目與數量的發生率不因工程類別、工程金額及任何規模之承包商條件不同，而有顯著改變。 對承包商以問卷調查的方式，彙整問卷結果，提出解決或改善品質缺失關鍵性要項對策，以提供有關單位改善查核缺失品質之分析模式參考應用。為提昇工程施工品質，減少施工缺失發生的次數，亦將改善對策轉換為施工要領，制定作業標準化程序，以供承包商作為日後工作守則與教育訓練的相關資料。 |

Although the quality of public constructions has been somehow
improved since the “Quality Control Management Systems for
Public Construction Projects” was first implemented more than
ten years ago by the governments at all levels in Taiwan, a
number of general shortcomings have been identified from the
results of governmental audit on the quality of the
projects. These shortcomings can be categorized into the areas
of quality control management and related construction
activities in the field. The identification and impacts of these
shortcomings related to quality control have recently become an
important issue for both the government agencies and the
contractors. The study was conducted based on the results of the Chung-hwa county government’s audit on the quality control of more than 152 projects in 2004-2005. A series of Tables and Figures has been developed to exhibit the major and secondary items of quality control defect commonly encountered during the auditing process. The results of the study indicate that rebar/steel work is the only item of which the quality control defects are related to the size, content and type of the construction. Other than rebar, the defects revealed in the quality control system are generally independent upon the above mentioned factors. A survey among a number of general and sub-contractors was conducted to develop tactics for both office management and field works as to improve the quality of public construction projects in the study area and others in Taiwan. Based on the results of the study, standard operation procedures (SOP) have been developed accordingly in order to be better utilized by the related government agencies and contractors for routine construction works and training purposes. |
