    摘要(中) 鑒於國軍近年來實施「精實案與精進案」之政策,為精實專業分工之設計目標,有效調整現行發包作業模式之不足,健全軍事工程發包策略之適當選擇,期能有效維持並提昇軍事工程專業效能之目的。
    本研究係以軍事工程之應用現況做探討,期建立因應的判別條件,就現有的組織機制、政策、法源、生態文化、人力、執行窒礙等定性功能,相對於執行面之預算、效益、品質等定性功能之優劣比較分析,綜合專家訪談及問卷調查,復以實際案例探討,結論概有:
    一. 軍事機關基於內部組織的調整,法令規範的修正,應多研究並建立不同之發包策略標準選擇,期能自觀念的溝通與共識,加上決策者有改革的決心與魄力,以滿足軍事工程特殊性質之需求。
    二. 軍事工程尤需注意策略之適法性,遴選最妥適之發包方案。
    三. 「自辦設計+監造發包策略」其最大的限制因素是人時不足,以國防軍事設施機密性工程為宜,一般性工程則不宜。
    四.本研究藉由問卷方式驗證與案例的說明,提出可行的發包策略選擇模式,依序列舉如下:
    1自辦設計+監造的發包策略、
    2委外發包策略、
    3.PCM+(委外設計+監造)策略、
    4統包+(PCM+監造)策略
    五.本研究透過問卷分析的結果,咸認軍事工程仍可導入PCM或其他組合方式之共識。問卷結果公部門有80﹪、私部門有73.9﹪認為軍事工程適合採行「統包+(PCM+監造)」之策略。
    摘要(英) To examine the national armed forces enforce the strategies of 'Exquisite Plan and Energetic Plan' is the designed goal of the professional division of labor rif. It is in order to adjust the shortage of the currently procurement process mode effectively and perfect the suitable of the procurement strategy regarding the military engineering. It is looked forward to maintain and promote effectively the purpose of the professional potency regarding the military engineering.
    This research is probed by the applied current status of the military engineering. It is looked forward to establish the corresponding discriminability terms(conditions) by using the existing organized mechanism, strategies, law source, ecological culture(culture ecology), manpower and executive obstructions etc. qualitative functions Compared with. the executive aspects of budget, beneficial result (benefit) and quality etc. qualitative functions between good and bad contract analysis, then, to synthesize (specialists’ suggestions/the interview contents of the specialists) and questionnaire surveys. It is also probed according to the actual examples.Generally here are the conclusions:
    1、The military institution should do more researches and establish the different standard choices of procurement strategy on the strength of the adjustments in the inner organization and the revisions of the legal rules. It is looked forward to communicate the concepts and common views, then, add policymaker has the reformative decision and boldness to satisfy the need to the special properties of the military engineering.
    2、The military engineering especially needs to take notice of the strategical legality to select the most appropriate procurement case.
    3、‘Self-design + supervision procurement strategy’, its uttermost limiting factor is man-hour failure. According to the secret engineering of national defense military facility is suitable, but the general engineering isn’t.
    4、This research is verified by the ways of questionnaire and case explain to bring up the choice mode of the procurement strategy, list as follow below:
    A. Self-design + supervision procurement strategy
    B. subcontracting procurement strategy
    C. PCM + (subcontracting design + supervision)strategy
    D. Unified procurement +(PCM + supervision)strategy
    5、This research presume completely the PCM or the other combinatorial modes can still be implemented in the military engineering in common view through the questionnaire analysis results. 80 % is public division and 73.9 % is private division presumes the military engineering is fit to adopt ‘the unified procurement + (PCM + supervision) about the questionnaire results.
