摘要(中):
因灌溉渠道更新改善的決策考量因素牽涉層面甚廣,影響因素眾多,且其中所含質化因素無法以明確數值評估;決策者雖具豐富實務經驗,亦熟諳各考量層面與因素,然於決策過程中仍難免顧此失彼、挂一漏萬之憾。
本研究透過文獻回顧、專家訪談及腦力激盪等方式,蒐集影響灌溉渠道更新改善決策因素,計得十七項因子,歸類為三大指標群,並建立層級結構。經以問卷徵詢台灣地區十七個水利會之實務界專家及水利界學者意見,以兩兩比較方式求取各層級因素之權重,具客觀性與公平性,可供灌溉渠道更新改善決策過程之依據。
本研究建立之評估架構過程,利用語言變數評估質化指標,並以梯形模糊數量化排序,可與量化指標同時加權處理,求得各方案渠道更新改善之優先排序值,據以提出建議供決策者參考。
摘要(英):
Because of the involve range of the irrigation canal renovation evaluation system is wide, and it’s effect factors are numerous. It including some attribute value, which not easy described by a precise number. Even through the decision-maker’s abundant experience they could be easily understanding about the involve range and effect factors. But it is not easy to take care of the whole situation.
This research total organized seventeen effect factors to build up the “Analytic Hierarchy Process Decision Mold” by many ways, such as documents review, experts interview and brain expression. After discussion with experts from both of academic group and operation group, we obtained the weights of effect factors through pair-wise comparison matrix.
The expert’s opinions are described by linguistic terms in this paper, which can be expressed, numbered and ranked by trapezoidal fuzzy set in order to treating with the quantitative factors. So that yearly planning of irrigation canal construction engineering can be carried out by priority.
