面對歐美及中國大陸設計能力急遽上升的壓力,如何利用本身已有的製造與整合能力,進而加強與新加坡的學界合作,提升我國競爭力已成為重要課題。在此同時,由於各技專校院為因應變化快速、競爭激烈的國內教育市場,莫不積極建立國際合作的網絡,與國外學術機構進行實質的合作關係,期望透過此計劃導入體驗式活動,將新加坡多元化設計特色與台灣中部製造業整合,並與設計企業及相關專題課程結合,達到雙方共同成長並建立後續合作的基礎。
現今,台灣與歐美國際的交流經常是單方向,多是送學生到海外,但很少外國學生到台灣。此計畫是在與國外設計界學者討論後,以其結論與正向的建議而提出,期望能建立機制,提供ㄧ個全球設計、管理與製造的整合跨領域方案,並與中部具有DFM(Design-for-Manufacturing)實做經驗的產業界結合,吸引外國學生來到朝陽科大學習。
知識經濟,又稱「創意產業」,在二十一世紀已然成為國家競爭力的指標,而設計教育不但是知識經濟發展的基礎,也是一個國家創意能力訓練的基石。我國之設計教育,在過去數十年來,由於首重實用性,使其在高等教育的發展多僅停留在大專教育之層級,而未向上延伸;因此使得我國之設計教育發展屢遇瓶頸。為提升國內設計創新之能力,快速縮短與國際設計上之落差,增加國家的競爭力,故亟需國際交流機會,技專院校由於先天資源有限,在國際交流與校際合作間更有其必要性。
台灣的工業設計學習環境,無論是技術或是自由度上有其獨特性,有別於新加坡的工業設計學習環境,也因此有吸引新加坡籍華人前來學習與交流的條件,可見台星之間的工業設計創作交流有其可行及必要性。本計畫規劃在新加坡各學術機構中,選擇兩所設有工業設計相關學系之大學與四所學院為主要合作及交流對象。計畫重點主要在於兩國學生工業設計創作的觀摩與交流、積極招收有志向學之華人子弟、強化師資交流。實質合作項目如下:
- 以與合作學校進行師資與學生交換的方式,提供國內外設計相關領域學生,得以相互瞭解對方之教學方式與環境。
- 舉行國外學者專題演講,並進一步安排其赴各校進行專題演講。
- 於國外學者參訪期間,可安排外國學者進行小型座談會,就設計教育本身之發展進行討論,並彙整座談會會議過程,以茲為彼此設計課程之改進依循。
- 安排至企業藉參觀並規劃全球設計、管理與製造的整合跨領域方案。
- 透過國際合作與交流活動之舉辦,提昇技專院校學生之國際觀,並進一步強化其設計科學能力,使更具競爭力。
透過此計畫之進行,進而結合其他之資源,期望最終能夠達到以下之目的:
- 建立全球獨特的教育學習架構
- 開創朝陽在設計教育上全新與有力的形象
- 建立國際教育學習服務
- 藉由建立跨領域研究與教育,使朝陽在設計教育整合趨勢上能具代表性
- 擬定整合設計教育、商業與工業界之計畫
- 以創意連結商業與技術,拓展學校的未來發展
- 規劃獨特的設計服務整合課程,提升設計學院在國內與國際性之競爭力

英文摘要:
Present international programmes between EU, US and Taiwan are often one-sided, with universities like CYUT sending students overseas, but few foreign students coming to Taiwan. This proposal is based on positive feedback from directors of international programmes and professors at Design Institutes in Europe and America in response to a suggestion to establish a one-year programme that could attract their students to come to Chaoyang by offering An Integrated Interdisciplinary Programme for Global Design, Management and Manufacturing based on hands-on practical experience in Design-for-Manufacturing in partnership with local Taiwanese industrial companies.
“Knowledge Economics,” also named “Creative Industry,” is becoming an index of one country’s competitive ability in 21 century. Design science education not only is the base of Knowledge economics but also is the foundation of country creative ability. Because of the reason of pragmatism, our higher education development in the field of design is still in the level of undergraduate degree and cannot promote to graduate program over the decades. Due to the reason described as above, there are many colleges set up the Doctoral degree program on design science (for example National Cheng Kung University, National Taiwan University of Science and Technology, National Yunlin University of Science and Technology, and Chaoyang University of Technology). It is the trend on design science education. Since these doctoral programs set up just few yeas ago, there are still gaps between our country and the international famous universities in the field of design. Therefore, it is necessary for the university of technology to communicate with foreign university. Due to the resources of university of technology is limited innately; the experience of exchange program with famous universities is becoming more vital.
The environment of design education in Singapore, either technical or freedom is much better than Taiwan and that is the reason many universities love going to Singapore for exploring the best ways for our education system and student In this plan, our department would like to work together with the six Singapore universities and the objectives of this plan are viewing and emulating productions of both countries students, enrolling students, strengthening relations between teachers. - Through the exchange and visiting activities, providing more understandings on design education between our country and Singapore.
- Assigning these exchanging scholars to some colleges holding a subject lecture.
- Assigning the exchanging scholars having an informal discussion meeting with our country’s scholars.
- This plan will study the trend about design education.
- These activities will raise the student’s international view, their ability on design science, and their competence.
- After these actions, it will bring the international views to our students, and make them competitive.

- To offer a unique educational opportunity, worldwid
- To develop a clear and strong new profile for CYUT in the education market
- To establish an international education service at CYU
- To bring CYUT to the leading edge of integration trends in education by creating an interdisciplinary research and education unit within the university
- To develop a project that integrates education, business and industry
- To widen and update the university’s scope by connecting business and technology with creativity
- To give the Incubation Centre a new profile in local industry by being able to offer collaboration with international resources and create a window to eventual international projects
- To upgrade the competitiveness of the Design College locally and internationally with a unique course (service offering) and a window to leading institutes and colleges internationally that could provide a strong channel for our students to study overseas
