【摘要】 

本論文之目的乃在發展一套合理性之休閒漁業規劃設計之設計流程及相關研究方法。本研究期能藉由此研究方法的建構及規劃分析，提供給規劃設計者及決策者規劃設計評估依據的參考。同時亦可利用休閒漁業規劃設計研究方法之確立，以提供各種推論及判斷，並進一步讓決策者也可以依現況之實施過程與成果展現檢討修正以回饋日後規劃設計之依據。 
本研究方法係採用都市設計「自下而上」的設計方法，以使休閒漁業涵構之原則達到自然力、客觀力作用及遵循生物有機體的生長原則。研究方法中配合使用工具為文獻回顧法、環境與心理分析法，據此以達研究之客觀性。 
本研究之主要內容乃在研究探討休閒漁業所涵構之因子及其特性，並在漁港設計之運用，其研究架構包括相關研究論述的探討，研究方法的建立與應用，及休閒漁業涵構因子、特性的建構與設計實例操作等。本研究主要之相關內容如下：（1）問題界定；（2）文獻回顧與管理；（3）設計論文研究架構；（4）休閒漁業規劃設計計畫書說明；（5）休閒漁業之漁人碼頭規劃設計方案；（6）檢討與結論。 
本研究先利用文獻回顧法，收集國內外目前休閒漁業相關之文獻，了解休閒漁業之基本意涵，發展內容，活動提供等等，並配合休閒漁業相關理論研究文獻，作為了解發展遊憩休閒活動之動機參考，並可作為輔助說明，配合環境與心理分析法，建構確實之設計流程，以提供休閒漁業規劃設計時客觀之設計流程及方法，作為規劃設計之實施及檢討回饋，可使休閒漁業規劃設計更加完美呈現。 
綜上所述，本研究之主要具體成果及貢獻可詳列如下數點：（1）本研究將休閒漁業詳細界定及整理，並探討休閒漁業涵構相關因子之關係；（2）透過此「自下而上」之方法建立及流程發展，休閒漁業涵構可以客觀地依照其漁村特性及需求進行分析選定，並進而降低決策者開發風險以達休閒遊客及漁村居民之需求、提昇休閒遊客及漁村居民之生活品質；（3）本研究休閒漁業涵構相關因子之分析及建立除了考慮一般定性定量外，同時也進行對基地環境產生互動及影響性之考慮；（4）本研究將休閒漁業涵構因子及設計規劃方法與流程予以釐清建立，藉以提供規劃者及決策時設計規劃時之重要參考依據。 
從本研究結果得知國人對於休閒漁業活動之參與及了解已有普遍性之認知，在態度上採極高之認同感，普遍性認為適合發展。從事休閒漁業活動人口及年齡結構雖有年輕化趨向，但亦呈現平均化之現象。休閒漁業涵構應以廣義之定義為主，再依各地區環境、人文、文化等相關背景特色分析探討，以使休閒漁業涵構和環境相配合，為必要之過程。休閒漁業在轉型之間並考慮居民與遊客共享，且以居民為主，在遊客需求上，規劃設計方針採多元化多功能之發展。休閒漁業在轉型中，因多為傳統漁業之沒落，故在研究中發現，傳統漁業之機能需求多持機能保留之方式居多，且因休閒漁業之轉型充分顯現公共服務設施之重要性。從研究中顯示，參與休閒漁業活動之遊客中，多因興趣相關因素而參觀活動，故應以環境生態及景觀美質特性加強，以永續生態之態度進行規劃設計，並達到教育學習之功能。

【 ABSTRACT 】

The major purpose of this subject is to develop a reasonable procedure & related research method for recreational fishery layout. Also expect to provide designer and policymaker to evaluate research method's construction and layout analysis. And use this accurate recreational fishery layout to provide kinds of inference and judgments for reference, also further leading policymaker make proper modification in accordance with practical procedure and achievement exhibition and to be as future design basis. 

　　This research adopts the method of city design “Bottom-Up” to reach the natural power, objective function, and organic growing rule. The studying method is relying on History Back Review, Environment & Psychological Analysis. 

　　The major content is discussing the including factors & specialties of the recreational fishery and makes use of the fish port's design. The structure is including all related papers' discussion, to build up the research method & application, and the fishery factors, specialties establishment, and applying on practical operation. The major related contents are including: 1) Question definition. 2) History back review. 3) Design the paper structure. 4) Recreational fishery layout's proposal explanation. 5) Harbor layout proposal. 6) Self-criticism and conclusion. 

　　This study of the recreational fishery makes use of the history back review and collect local & aboard related documents to realize the basic purpose, developments, and activities. And operate related theory to be the motivation reference for developing leisure activities, and match environment and analysis method to build up proper procedure in order to provide recreational fishery's design procedure and method and to put in practice of the layout design and get the criteria feedback and reach a great boundary on the recreational fishery design. 

　　To sum up the major physical achievements & contribution are including below points: 

　　1) To make a clear definition on the recreational fishery and explore the relationship of the related factors. 
2) Through “Bottom-Up” method build up and the procedure development, the recreational fishery implication can be in accordance with the specialties

　　　 & demands of the fishing village to process the analyzing selection and reduce policymaker's risk to meet visitors & citizens' requirements, more

　　　 upgrade the living level. 
3) This research considers not only general qualitative & quantitative condition but the mutual influence in the base environment. 
4) This study had clarified the design method and procedure organization, and provide planner & policymaker an important information. 

　　This study result appears: 1) Realize compatriot has a common acknowledgment and participation and express highly identification in attitude. 2) Attending recreational fishery's population and age structure has a younger tendency, also shows average situation. 3) Recreational fishery contents should have a wide definition, and individually explore in accordance with area's environment, human beings, culture, etc related background specialties essentially. 4) Should consider citizens & visitors' demand, and put the citizens as priority while makes the transform. And layout diversified and multi-function development. 5) Traditional fishery should be declined gradually while recreational fishery was transformed. During the research find out, traditional fishery mostly reserve the function demand and fully appears public serving facilities' importance. 6) The research appears visitors attending recreational fishery activities are owing to the similar interesting. Based on this, should strength ecological environment and landscape aesthetic specialties to design natural environment and reach practice and education function.
