                要】    

「閒置空間再利用」在文建會積極推動下,各地方政府無不積極參與發掘「閒置空間」,將原本具歷史性之建築物修繕再利用,並注入新的軟體設施及地方活動,達到活化地區與資源全民共享之理念;本研究目的將藉由文獻回顧及專家群體決策方式,篩選公有閒置空間再利用之評估因子,進而建構一套公有閒置空間再利用評估模式,協助決策者與計畫者完成初步評估再利用計畫及開發方案優先順序之參考,以達成地方資源合理分配,且降低空間再度閒置之窘境。

公有閒置空間再利用評估模式之建構,主要經由文獻回顧歸納相關評估因子後,透過模糊德爾菲法(Fuzzy Delphi Method,簡稱FDM)篩選出專家群體決策之評估因子,再運用模糊層級分析法(Fuzzy Analytic Hierarchy Process,簡稱FAHP)求得各評估因子之權重值,最後將各評估因子予以等級劃分,研擬評估準則以利實証研究之操作,藉由實證操作結果統計分析,回饋評估準則內容之修正。

本研究所獲得之結論有:

一、   在公有閒置空間再利用評估模式之建立上,主要著重於「外部環境因素」之考量,且以「社會文化環境」之「該地區文化資源」為最重要考量因子。

二、   經由專家群體決策後發現,公有閒置空間之再利用並不著重於基地內部環境與建築物本身之條件,反而較趨向於外部環境之經濟及社會文化條件。

三、   在專家問卷回收統計方面,模糊德爾菲法中的「雙三角模糊數」較「單三角模糊數」不易產生折衷現象,且具灰色地帶檢定效果。

四、   經實證研究顯示,公有閒置空間再利用乃以「經濟利益」為再利用評估導向。

ABSTRACT】

    Under the encouragement by Council for Cultural Affairs “Adaptive Reuse of public Deserted space” has gradually come into notice in Taiwan in the recent years. Local administrations are now actively searching for “public deserted space”, and attempt to renovate historical architecture. New software, facilities and activities are being introduced to bring new life back to these places, to fulfill the ideal of making these resources more accessible to the public. Cause literature can chosen evaluation factors for “public deserted space”, Further to get a see of evaluation mode for “public deserted space”, The results presented here will serve to provide practical reference for decision-makers and case developers. In order to reduce risk for planner. And to avoid a space being deserted for second time its renovation.

The assessment model of “public deserted space”, Grading for evaluation factors become evaluation standard and that to an actual case study. From the actual case study of analysis for evaluation standard of revision. Several evaluation factors indicating professional opinion are chosen from past literature and singled out via the Fuzzy Delphi Method (FDM). The Fuzzy Analytic Hierarchy Process (FAHP) is further used on each factor to determine the weight of fuzziness of its attributes.

The conclusions of this study are as followings:

1.        In this study, are find that the local culture resources in society environment is the most important factor.

2.        Based on professional opinions, we find that external environment factors are more important in this study.

3.        In statistics study, we find that the double triangle fuzzy method is better than single triangle fuzzy method of FDM.

4.    Case study shows that the adaptive reuse of public deserted space is more economically oriented.
