| 摘要(中) | 摘要 鄉鎮公所為政府最基層之行政機關，執行與民眾生活作息最密不可分的民生工程，例如道路工程、下水道工程、市區排水等民生相關工程，雖然工程金額常在五千萬元的查核金額以下，施作之工程與民眾生命財產接觸卻最為直接。有鑒於公共工程為國家經濟發展基石、社會進步表徵，所以行政院公共工程委員會為提昇公共工程品質，積極推動「公共工程施工品質管理制度」，由推動之經驗與評鑑得知工程專責機關辦理大中型工程已獲得理想的改善，而公共工程提昇品質應巨細靡遺，不應忽略地方政府鄉鎮公所執行之小型工程，因此鄉鎮公所如能落實「公共工程施工品質管理制度」，則與民眾息息相關的民生工程品質定可達到預期的改善。所以本研究之目的在於瞭解目前鄉鎮公所對「公共工程施工品質管理制度」建立及落實情形，及實施後的缺失問題，並提出可行的改善建議，以期讓鄉鎮公所執行之公共工程品質得以提昇。 | |||
| 摘要(英) | ABSTRACT After the “System of Quality Management for Public Engineering Construction” was promulgated by Public Construction Commission, the quality of large scale public construction projects is improved noticeably. The success of backing such quality management system for large scale public construction projects is due to a couple of reasons. Among those reasons, the most important one is that the system regulates verified quality inspection man that has to be hired while performing large scale public construction project. In addition, the responsible authority for large scale public construction project usually has sufficient staff for inspecting the construction quality performed by large scale public construction project contractors. However, it is not the case for small scale construction projects. Most of the responsible authorities for small scale construction projects are local governments such as towns or small cities under control by county. The number of staff for the town level governments is usually limited. For example, Then-chung town in Chang-hwa County only has 3 staffs to perform the inspection of public construction projects; however, they have to watch hundreds of projects a year. In order to realize the difficulties when town level governments perform the quality management system, this research sends the questionnaire to all 26 towns in Chang-hwa County to see their problems and seeks for solutions to solve those troubles. | |||
