ABSTRACT The
management system on the construction quality of public construction has
been carried out since 1993. Through 10 more years of effort, the
quality of public construction has a remarkable progress, but there
still are some defective duning constructions, improper managements and
the potential quality defects everywhere. Therefore, how to discover and
prevent the quality problem which is nearly close to the normality, and
how to upgrade the public construction further are both important
assignments for the relevant persons to study. This research is
based on an inspection point of view to probe the quality problems of
the constructions. I try to use Affinity Diagram and Interrelationship
Diagram of 7 QC methods to analyze the shortcomings on inspecting
construction quality. By means of collecting information, I
investigate the factors which affect the progress of the
construction, and form an analysis framework for the levels of policy
decision. I use questionarie to collect the opinions from the
scholars, the professionals and the authorities - How to prevent and
improve the universal shortcomings on the construction inspection
carried out by the 3 parties – the builder, the supervising unit and the
contractor. How to get the best inspection effect? I use AHP method, a
common decisive analysis wethod on multiple objectives, to proceed the
grading, comparison and analysis on the significance of improving the
shortcomings of construction inspection. I also develop a priority order
for improving the shortcomings on inspection. This is a referential mode
for the construction industry to solve or improve the shortcomings on
