| 摘要(中) | 本研究基於國內之建設應由國人來主導自建之理由，針對國人中特定族群原住民過去及預期往後從事營建勞力人口眾多的特質性，加以分析與探討期能有效的建議政府，多加對傳統弱勢的原住民營建勞工予以關懷，進而研擬改善之方案以利提升原住民營建勞工就業機會，致有利於經濟建設與貢獻國家社會。 本研究乃是藉由調查，深入訪談各地區原住民營建勞工、社區教育協會會長及透過曾經在職訓中心受過訓的原住民學員，來瞭解他們目前在營建勞力的工作狀況或失業的情形。由於政府政策鬆動下，業主引入外勞後，原住民營建勞動人口被排擠造成失業更為嚴重，致使更多原住民營建勞工失業家庭經濟力頓失支柱之情況下引發歸巢效應，年輕人躲入山區不敢面對現況奮鬥，然而生產力衰退就業機會流失，一定程度後將危及國內社會的繁榮安定。 根據本研究調查的結果顯示，原住民營建勞力人口失業率比較高於一般民眾，而提升原住民營建就業機會致力於營建生產力，需要創造內需的建設投資改善環境，給予原住民原有的營建勞工有就業的工作機會恢復生產力的自信心，才能再創台灣原住民營建勞工從事生產蓬勃發展的現象。 本研究建議業界逐年減少引入外勞、政府制定保護原住民營建勞工政策、原住民營建勞工考技術士證照、成立原住民營建職業訓練所、成立原住民營建職業工會，以供有關單位參考，盼能達到提升原住民營建勞工就業，以達到健全國內全民福祉、社會公平、正義的目標。 | |||
| 摘要(英) | This research is
conducted through investigating and visiting with aboriginal labors in
many districts in Taiwan, the chairperson of community education
association, and the aboriginal members who have participated in
programs provided by Profession Training Centers. It is found that the
situation gets more serious for the aboriginal labors to find their
construction work because the employees employ more foreign labors as
the government releases the policy. This makes the aboriginal labors
fear to go out of their homes in the mountain, and the working
opportunity reduces for the aboriginal labors. It is more difficulty for the aboriginal labors to find a work in construction industry than other native residents in Taiwan. It needs to improve the environment to provide the aboriginal labors more job opportunities to rebuild their confidence. Therefore the production in Taiwan’s aboriginal labors will develop again. This research suggests that the introduction of foreign labors be reduced, the policy to protect the aboriginal labors’ working opportunity be made, the technician license for aboriginal labors be taken, the function of aboriginal association be developed, and the construction profession association of aboriginal be built. So that the aboriginal labors can find more job opportunities to improve their living standards, thus in turn make the society more secure and justice in Taiwan. | |||
