Abstract
Under manpower and execution issues, the Ministry of Defense,
MOI, has consolidated civil engineering, architecture,
mechanical engineering, repairmen and equipment manufacturers as
a whole contractor, turnkey. Turnkey aiming to avoid interface
consolidation issues resulting from the subcontractor’s
procurement that may lead to construction delays and deferral of
house acceptance was proposed in 1998. Furthermore, owing to the
time constraint of reconstruction work at residential military
community, the project timeline might be too lengthy if it
follows the traditional construction model with many
sub-contractors. Therefore, the reconstruction work of
residential military community of MOI introduces turnkey, and a
primary contractor is selected for bidding to cater the real
needs of individual cases. This research uses a case study for
constructing a residential military community in Taichung
County. In the research, the bidding models of turnkey and a
primary contractor with many sub-constructors are analyzed. Form
the results, we find out that turnkey can provide more benefits
than the traditional construction model, a primary contractor
with many sub-contractors, especially in budget and working
days.
