    摘要(中) 我國統包工程其立法之優先條件為政府採購法第二十四條第三項規定訂定之,機關基於效率及品質之要求,得以統包辦理招標。
    適合統包之工程,經調查適合統包採購之規模贊成以查核金額(5000萬)以上為原則,在類別方面最受青睞之類別依序為 1.焚化爐工程2. 建築工程3.機場工程。經案例調查,發現在案例對象7標中有3標的決算金額大於決標金額之事項,可見節省經費之情形還需檢討;對於縮短工期而言,經道路工程案例統計有6標佔85.7%展延工期之情況,可見就台灣現況而言,道路工程欲透過統包制度縮短工期仍屬不易。道路工程中,造成工程延遲主要因素1.用地未取得2.民眾抗爭情形3.拆遷補償作業緩慢。本研究調查發現接近5成之工程從業人員認為道路工程可以統包方式進行,然而實務上道路工程採購是否以統包方式辦理,端視性質而定,在類別方面最受青睞之類別依序1.需特殊技術或專利製程之工程2.工期急迫之工程及採用新技術之工程,可見統包對道路工程採購仍屬特殊且急迫且非普遍性的。
    摘要(英) In order to fulfill the quality and effectiveness requirements, the public projects in Taiwan started to be carried out using BOT (build-operation-transfer) model in compliance with article 24.3 of the Procurement Act which became in effect sine May of 1999. The main scope of the research was to study the issues related to the construction management of road construction based on the BOT model which is a key element in the very recent procurement law for the construction industry in Taiwan .
    The results of the study based upon the data collected and a survey among all the engineers/administrators participating in road construction projects indicated that those projects with budget exceeding NT$50 millions may be appropriate for the BOT management. Furthermore, the results of the study also revealed that (1) power plant, (2) architectural construction, and (3) airport are suitable for BOT model. In the recent practical applications of BOT, the following issues are commonly encountered and need to be studied to improve by the related government agencies in Taiwan :
    (1) remarkable over expenses exceeding the officially approved budget, and
    (2) significant delay of the construction schedule.
    The findings in the study implied that the BOT model has not exhibited its advantages in effectively controlling budget and schedule for the road construction projects in Taiwan . These setbacks also require further efforts and improvements by the related parties to more effectively and efficiently conduct the construction projects in Taiwan with the use of BOT model.
    In addition, the results of the survey study also revealed that the causes of the delay are due to (1) difficulty of access/possession of the construction site (2) protest/demonstration by the local residents, and (3) slow process of compensation for relocation. However, nearly 50% of the survey respondents agreed that BOT model is still an appropriate and effective model for road construction provided that the projects require special and/or patented materials and techniques.
