| 本文研究國道新建工程之公共安全衛生管理運作系統，並以各級單位應負責工作用問卷方式加以調查研究。問卷對象以曾經參與國道三號中部路段及國道六號新建工程人員為主，對各級人員施以抽樣式問卷調查。然後以社會科學統計套裝分析軟體SPSS，使用卡方分析的交叉表分析方式，將所回收之問卷資料進行資料整理分析，確認四級公共工程安全衛生管理系統適合運用於國道新建工程。因現行國道新建工程之安全衛生管理系統，分級方式由基層往上排列為承包商與分包商、監造單位、規劃設計單位及業主四級，已非常近似於研究假設之「四級公共安全衛生管理系統」，且問卷統計分析後之數據亦顯示出受訪者對於大多數問卷題目的看法趨於一致。經分析後得知現行法令對於承包商與分包商已有詳細規範，但對其他各級單位在執行安全衛生管理工作上，並無較為妥切之規範供其遵行，為健全我國安全衛生管理系統之疏漏，建請主管機關研擬相關規範以健全安全衛生管理工作。 | ||

| The subject of this study focused on the public safety and hygiene management system in new constructed expressway. The method of this research is based on questionary to all levels of the persons who had ever worked in Number 3 or Number 6 freeway. The software called “SPSS” which is commonly seen on social science statistic is used to make a cross analysis. After collected and analyzed data, we have concluded that the four-grade public safety and hygiene management system is suitable for the new constructed expressway. Four grades of the current public safety and hygiene management system in new constructed expressway are contractor (sub-contractor), monitoring party, design section and the owner. The arrangement is from the low level up to the top level. It is very similar to the hypothesis that we had assumed for this study of “four-grade public safety and hygiene management system”. Besides, after the analysis most of the results came into the same conclusion. Although the current statutes had specific statements for contractor and sub-contractor, those statutes did not provide more suitable regulations for other levels to follow regarding the executing of public safety and hygiene management. In order to repair the drawback in the public safety and hygiene management system in Taiwan, hereby we suggest the responsible authority should propose the related regulations to facilitate the safety and hygiene management works. |
