| 摘要(中) | 近些年來，國防部為配合地方發展及戰備考量，對營區規劃位址政策，以「小營區歸併大營區」及「市區遷往郊區、山區」為指導方向，山坡地軍事營區數量大幅增加，安全檢查作業即顯益形重要。而山坡地軍事營區安全檢查作業之主要目的在於及早發現，並預先設法降低有危害之可能性，並對各種情況持續追蹤、維護、管理及擬定因應方案與補救措施，使國軍部隊對自身所處地區及早警覺與因應。 本研究檢查之營區數中，針對中部地區等3個鄉鎮，9個單位之33個山坡地軍事營區實施安全檢查，依據營建署頒行之「坡地社區安全居住手冊」為檢查基本項目，發展而為山坡地軍事營區安全檢查之「基本檢查表」、「例行性檢查表」及「綜合評量表」等，經由檢查之實施，進而建立檢查機制頒行實施，並為爾後精進國軍軍事營繕工程與營產管理作業之努力方向。 | |||
| 摘要(英) | In the recent years,
the minister of defense of Taiwan R.O.C has adjusted its policies in
locating military barracks in accordance with its strategic
considerations and urban development plans by the local government,
which use the guidelines termed “ incorporate small barrack into big
barrack.” and “move from populated area toward countryside and
mountainous areas.” As a result, the more mountain areas accommodated
for the military barracks, the more important the safety inspection
procedure should be. The main purpose of the safety inspection procedure developed in this study for military barrack in mountainous areas is to evaluate natural geological hazards and to prevent or reduce the consequence of the hazards. The scope of this study was targeted on the safety evaluation for the selected 33 barracks throughout the central Taiwan area. The field evaluation was conducted using the safety inspection procedure with the developed “basic checklist”, “special checklist” and “overall evaluation” forms reading the geological and environmental condition in each barrack. Through these inspections, the evaluation system can be established and proven to be beneficial for the construction projects of military sector in the country for improving its construction management and property management execution. | |||
