| 摘要(中) | 臺灣南北高速鐵路之設計/建造合一制，是臺灣公共工程有史以來，第一件以BOT專案及導入ISO
系統來建造之鉅型土木/機電工程。隨著土建標工程歷經四年的施工，各標均已進入實質完工、驗收完成交付業主─臺灣高速鐵路公司的階段性任務。 臺灣南北高速鐵路土建工程，在策略上採行設計/建造合一制之招商承攬方式，引進了國際先進之設計技術及營建管理模式，使得此一貫穿臺灣南北的西部鐵路走廊，能如期、如質完成。預期未來從工程設計、施工管理技術及品質管理系統各方面均可明顯提昇國內營建工程界的專業水準，因此這種契約型態之發展趨勢亦將與日俱增。 本研究「對象及範疇」即是以「臺灣高速鐵路計畫」土建C260 標為研究主體，針對其聯合承攬(德商皕德公司與大陸工程公司JV)團隊，其中之設計品保與施工品管的品質系統進行分析探討。 經由此項研究結果可以顯示，在設計/建造合一制導入ISO 系統製程生產出的「產品」有其優點，較諸傳統設計-發包-施工方式實值得推廣及信賴，而經此交付業主(客戶)則更能使其放心、安心、更有信心！ 據此，此一設計/建造合一制專案交付方式之推行，可對未來公共工程 提供了更有績效、更重要之資料及參考依據與方向。 | |||
| 摘要(英) | The Taiwan High
Speed Rail project is the first BOT project that utilized Design/Build
project delivery method and ISO Quality system for managing a major
project, which includes Civil as well as Electrical and Mechanical
works. The THSR Project started in April 2000, after four years work on
Civil projects, all contracts are entering substantial completion
/handover stage. This high speed rail corridor passes through western part of Taiwan. This project adopted new design methods and project management method. The project was built on schedule, within budget, and with high quality. This project has set a standard for other projects with the new project delivery method. It is expected that in the future, the quality of our Design Management, Construction Management, Quality Management can be greatly improved. The scope of this research studied the Design Quality Assurance and Construction Quality Control system established by Joint Venture BBCEC for Taiwan High Speed Rail Project, Civil Works Contract C260. Results of this study indicated that the Design/Build Project Delivery Method together with ISO Quality provides with the client more reliable and higher quality results than traditional Design-Bid-Build Project Delivery Method. This the Design/Build Project Delivery Method provides with the public works sector a guide to complete their projects in a more effective manner. | |||
