| 摘要(中) | 台中市為台灣中部地區都會型城市，其都市發展可朔源於清康熙時期，距今有300年的歷史，而有系統之都市計畫擬定則開始於日據時代，至今己有100年之久，市中心中區商圈為台中市最早開發之舊市區中心，未來隨著都市計畫以輻射狀向外發展，中區老舊建物未來面臨拆除的命運，未來如何拆除並透過都市更新手段進行改建是台中市政建設重要之一環，本研究係針對台中市中區老舊建物經統計其數量、種類及年限以大略估計其使用年限及近期內拆除之必要性及可能性，並提供最佳拆除可能方法之建議，以為將來市區更新工作之基礎。 本研究範圍，初期係以台中市中區老舊建物為考慮對象，並參考目前台中市都會區建物拆除之作法及國外目前建物拆除工法之模式，評估台中市未來政府部門在執行建物拆除時，就工法上提供完善有效之建議，並針對建築拆除對台中市都會區可能產生之相關問題進行分析並探討解決方案。 本研究建議本市政府及其他相關政府部門，公共工程委員會及營建署等針對國內建物拆除有必要進一步完整訂定相關法令，並針對爆破選擇特定案例，作試探性的實例爆破拆除，以提供未來政府的施政參考依據。 | |||
| 摘要(英) | Taichung is a
metropolis in the central regions of Taiwan and urban development could
be traced back as early as to the period of Emperor Kang Hsi in the
Ching dynasty, which has a history of 300 years. However, a systematic
urban plan began to establish during the era of Japanese Occupation,
which was a century ago. The business district in downtown Taichung was
the place that began development first. After that, radial development
from the center started along with the urban plan. The old buildings in
the central district were destined for demolition in the future. How to
tear down the old buildings and conduct reconstruction through urban
innovation means will be important tasks for the municipal construction
works of Taichung. Statistical quantities, types of the old buildings in
the central district of Taichung as well as suggestions of the optimum
and possible demolition methods are provided in this research so as to
serve as a basis of downtown renovation works in the future. The scope of study at first were aimed at the old buildings in the central district of Taichung. Approaches of building demolition in a metropolis and the models of building demolition techniques currently adopted overseas were also taken into consideration to evaluate and provide complete and efficient technical suggestions while the buildings were to be torn down by governmental organizations in the future. In addition, potential problems in metropolitan Taichung were analyzed and solutions were discussed. It is suggested Taichung City and other that involved governmental organizations, Public Construction Commission and Construction & Planning Agency should further establish complete legal regulations and ordinances related to pulling down domestic buildings and conduct experimental demolition explosions on specifically selected sites so as to serve as a reference of public service for the government in the future. | |||
